Putin Praises ‘Elephant Diplomacy’ in Talks With Myanmar Junta Leader

On March 4, 2025, Russian President Vladimir Putin met with Myanmar’s junta chief, Senior General Min Aung Hlaing, in Moscow to discuss bilateral relations and cooperation. The meeting marked Min Aung Hlaing’s fourth visit to Russia since the 2021 coup in Myanmar. 

During the talks, Putin expressed gratitude for Myanmar’s gift of six elephants, symbolizing 75 years of diplomatic relations. He noted that these elephants had been welcomed into the Moscow Zoo. 

Min Aung Hlaing, in turn, praised Russia’s military technology and expressed support for Russia’s actions in Ukraine. He predicted Russia’s victory under Putin’s leadership. 

The leaders signed agreements to enhance cooperation, including the construction of a small-scale nuclear power plant in Myanmar. Russia’s state nuclear corporation, Rosatom, announced plans for a 100-megawatt plant, with potential for future expansion. 

Trade between the two countries has grown significantly, with a 40% increase reported in the past year. This growth underscores the strengthening economic ties amid Western sanctions on both nations. 

Russia has been a key supporter of Myanmar’s military government, providing diplomatic backing and military equipment. The two countries have conducted joint military drills and signed agreements for developing nuclear power. 

The meeting also highlighted plans for Myanmar’s military to participate in Moscow’s Victory Day Parade on May 9, commemorating 80 years since the end of World War II. This participation signifies deepening military ties between the nations. 

Both leaders emphasized the importance of their partnership in East Asia. Kremlin spokesman Dmitry Peskov stated that Russia considers Myanmar an important partner in the region. 

The discussions in Moscow also addressed potential Russian investments in Myanmar’s Dawei Special Economic Zone. This project includes plans for port construction, a coal-fired power plant, and an oil refinery. 

Despite facing international sanctions and criticism, both Russia and Myanmar continue to strengthen their bilateral relations. Their cooperation spans various sectors, including defense, energy, and infrastructure development. 

The symbolic exchange of elephants and fighter jets reflects the deepening ties between the two countries. This “elephant diplomacy” highlights their mutual support amid global challenges. 

As both nations navigate international isolation, their partnership serves as a strategic alliance to bolster economic and military capabilities. The recent agreements further solidify this relationship.
